EXPERIENCE SUMMARY
Mr. Robinson has over thirty years of environmental experience encompassing corporate compliance planning & management, permitting, government air compliance programs and engineering, and is permitting manager of Southern Environmental Sciences, Inc. He has completed air, water, storage tank, SPCC, and waste management compliance audits of electric utility power plants and service centers in Florida. He has reviewed air permit and compliance requirements of non-Title V facilities and major Title V industrial sources such as coal-fired power plants. Prior to joining Southern Environmental Sciences, Inc., Mr. Robinson served as a Professional Engineer and Section Chief in the Industrial Air Compliance Section of the Air Management Division of the Environmental Protection Commission (EPC) of Hillsborough County, Florida. At EPC, he supervised engineers performing inspections of air pollution control and monitoring equipment such as baghouses, scrubbers, cyclones and regenerative thermal oxidizers, and reviewed non-Title V and Title V industrial source test reports. Additional responsibilities included air quality complaint investigations and enforcement referrals. Before entering the public sector, Mr. Robinson served as senior engineer at Matrix Compliance Services, Inc. where he conducted multi-media environmental compliance audits and annual Title V air permit compliance audits, prepared EPA toxic chemical release inventory reports, and maintained integrated contingency plans, facility response plans and oil spill prevention, control & countermeasure plans for coal, oil, and natural gas-fueled electric generating facilities in Florida. Mr. Robinson served as consulting engineer and corporate environmental compliance coordinator with Tampa Electric Company/TECO Energy, Inc., Tampa, Florida, where he managed corporate environmental compliance plans, integrated contingency plans and environmental compliance auditor training, and coordinated corporate environmental liability disclosure reporting. He also served in several other positions at TECO including supervising Air Programs, Environmental Planning, Central Testing Lab and Environmental Permitting.
