EXPERIENCE SUMMARY

Mr. Nelson has over thirty years progressive practical experience in environmental monitoring and assessment and is president of Southern Environmental Sciences, Inc. He has prepared environmental impact assessments and has performed computer modeling of noise and air quality impacts for new stationary sources and proposed roadways. He has also designed and implemented ambient air and water monitoring networks, and managed a stack testing program. He performs noise monitoring and designs noise attenuating barriers for stationary noise sources and roadways, and performs OSHA required surveys to determine occupational noise exposure. He also designs and implements noise mitigating procedures for industrial, commercial and residential noise sources. He conducts indoor air quality surveys, industrial hygiene sampling and performs personnel monitoring for determination of compliance with OSHA workplace standards. He also serves as an expert witness in noise and air quality litigation cases.

Prior to joining Southern Environmental Sciences, Inc. Mr. Nelson served as Group Leader of Air Quality Programs in the Environmental Engineering Division of Conservation Consultants, Inc. In this position he supervised ambient air monitoring networks, a stack testing program including continuous monitor certifications, particle size analyses and control equipment efficiency determinations, and was responsible for noise monitoring in the industrial and ambient environments. Additional responsibilities included permit application assistance and preparation of air and noise segments of Environmental Impact Statements and Development of Regional Impact applications. He also developed regional air pollution emission inventories for use in computer modeling of air quality impacts of new sources.

Before entering the consulting field, Mr. Nelson served as Air Program Supervisor in the City of St. Petersburg's Environmental Affairs Department where he was responsible for the development and operation of a noise monitoring and enforcement program and a continuous ambient air monitoring network. Before earning his Masters Degree, he served as Environmental Laboratory Supervisor in this same department and had full responsibility for both biological and water quality analyses. Additional project responsibilities included expert legal testimony in noise and air quality enforcement cases.
